How the rent is built up (and utility costs)

Can't agree? The Rent Tribunal helps

If you and your tenant can't agree on the rent or the service costs, the Huurcommissie (Rent Tribunal) can assess what's reasonable. Clear agreements upfront, and a proper annual settlement, prevent most disputes. For how to set a fair price, see Determining the rent.
