Other municipalities in Zuid-Holland

Throughout Zuid-Holland the national rule applies: renting out one room while living there yourself is permit-free and tax-advantaged.

Differences per municipality

Student and large cities (Leiden, Delft, The Hague, Rotterdam, but also Dordrecht and Zoetermeer) regulate room rental strictly with conversion or withdrawal permits and quotas. In Dordrecht, for example, a withdrawal permit is needed above two rented rooms, with a maximum of about 2% of homes per street. Some cities also have a rental permit under the Good Landlordship Act.
