Renting out in Den Haag

The Hague is the international city of peace and justice: institutions such as the ICC, the OPCW and Europol and countless embassies bring a large group of expats. Students also study at The Hague University of Applied Sciences and Leiden University's Hague campus. Room-conversion pressure is felt in areas like the Vruchtenbuurt. Since 1 April 2026 the rules have been considerably relaxed.

Hospita rental: permit-free (sometimes with notification)

Renting to one person besides your own household is permit-free. Since 1 April 2026 a hospita may rent permit-free to more than one person if they form one household, or to two single-person households, but then with a notification duty to the municipality. Each resident has at least 12 m² of usable floor area, with a maximum of eight people in the home.

Renting to more people

From three people a conversion permit is needed. As of 1 April 2026 the quota has been raised to a maximum of 10% of homes per neighbourhood (was 5%), with at most a third per building or connected row. Permits are only granted in neighbourhoods scoring good to excellent on the Leefbaarometer.
