Renting out in Middelburg

Middelburg is the capital of Zeeland and, together with Vlissingen, the student heart of Walcheren. University College Roosevelt (Zeeland's only university, with students from more than seventy countries living on the campus in the historic centre) and HZ University of Applied Sciences create a lively student population. Pressure is real, but milder than in the Randstad.

Hospita rental: exempt

The municipality has encouraged hospita rental and living-in since 2022. The conversion involved is exempt from the permit requirement: if you rent out a room while living there yourself, you don't need a permit.

Renting to more people

For room rental in designated areas a permit (conversion) is required. When renting rooms to four or more people, a fire-safety use notification applies. For splitting or converting self-contained homes, separate policy rules apply. The new 2026 housing ordinance has been in force since 1 January 2026.
