Other municipalities in Utrecht

Many municipalities in the Utrecht region (such as Amersfoort, Zeist, Nieuwegein and Houten) operate under a shared Regional Housing Ordinance with similar rules.

The main line

A permit is usually needed once a home is occupied by more than two or three unrelated people, while genuine hospita rental (you live there, one lodger) is permit-free. Exact thresholds, quotas and any rental permit differ per municipality.
