In Limburg most of the regulatory pressure is in the south. Renting out one room as a resident hospita is usually permit-free.

Differences per municipality

South Limburg has a shared Housing Ordinance for Zuid-Limburg. Heerlen is strict, with a 50-metre distance rule and, since 2025, a rental permit in designated neighbourhoods. Venlo regulates room rental via a policy rule and Roermond via the zoning plan. Hospita rental with a resident owner is generally exempt.
