Renting out in Venlo
Venlo is a logistics and agri-food hub on the German border, with Greenport Venlo as its economic engine. Fontys Venlo has a strongly German student population (many students live across the border), while the greatest housing pressure comes from labour migrants and cross-border workers. Renting out a room helps absorb that broad demand.
Hospita rental: permit-free
Living-in and hospita rental, where you rent out part of the home you occupy as your main residence to one or two other people, are exempt from the permit requirement. So you don't need a separate permit for this.
Renting to more people
Venlo doesn't work with a simple headcount but with floor area: the maximum number of residents is the usable floor area divided by 35 m² (25 m² for student housing). A room is at least 9 m², a property to be split at least 110 m², and new units at least 35 m² (25 m² for students). There is no percentage quota; assessment is per property. In designated neighbourhoods buy-to-let protection applies. The new 2026 housing ordinance takes effect on 1 July 2026.
