Drenthe has no provincial rule for room rental; each municipality decides for itself. Renting out one room as a resident hospita is usually permit-free.

Differences per municipality

Emmen has the clearest policy: a conversion permit is required for room rental, with notification rules for existing properties and extra (fire-)safety requirements from five rooms. Assen and Hoogeveen have lighter or no specific rules. For hospita rental with a single lodger the permit requirement usually does not apply.
