Advisory group STOER presents advice on acceleration housing construction

Dutch minister Mona Keijzer, responsible for housing, receives a report with +100 proposals to accelerate, simplify and making housing construction more affordable.

On July 10, 2025, Minister Mona Keijzer of Housing and Spatial Planning received the final report from the STOER advisory group (Eliminating Conflicting and Unnecessary Requirements and Regulations). The report contains more than 100 proposals aimed at accelerating, simplifying, and making housing construction in the Netherlands more affordable.

The STOER advisory group was established at the end of 2024 with the mandate to map out the entire construction process and identify where regulations unnecessarily hinder progress. The report examines all links in the chain, from spatial planning to objection and appeal procedures. Some key recommendations from the report include:

Regulatory Barriers

According to Minister Keijzer, current regulations are often well-intentioned but their accumulation hinders smooth housing development. She called the report an important step toward alleviating the housing shortage: “Acceleration is needed everywhere, and this report will certainly help.”

The minister emphasized that the quality of newly built homes will remain safeguarded. The proposed measures focus on organizing processes more efficiently, while also taking into account new European regulations for energy-efficient and zero-emission housing.

Relevance for Students and Landlords

The housing shortage particularly affects first-time buyers and students. Accelerating the development of new homes could ease market pressure and increase supply. The proposal to standardize local regulations is also relevant: for private landlords, this means less variation between municipalities and greater clarity on the rules they must follow. The minister announced that the government will issue a formal response to the report after the summer.
