Renting out in Lelystad
Lelystad, the capital of Flevoland, has around 80,000 residents and no university, so classic student demand is limited. The municipality's room-rental policy is therefore mainly about preventing nuisance and illegal letting. Even so, there is a need here too for affordable housing for starters and people who need a place quickly.
Hospita rental: permit-free
Lelystad recognises two clearly defined, permit-free forms. With hospita rental you let to at most one person who shares facilities (kitchen, toilet, bathroom) with you; you are the landlord and use at least 50% of the floor area. There is also the buidelwoning: up to two people with an existing, durable social relationship to the main resident. Neither form needs a separate permit.
Renting to more people
For genuine room rental and home splitting the door is largely closed: since April 2020 the municipality has in principle no longer granted permits for this, because further expansion in residential areas is considered undesirable. The municipality actively enforces against illegal room rental and splitting.
