Cost sharing standard 'kostendelersnorm' expanded to 27 years

Per January 1, 2023 the Dutch cost sharing standard (kostendelersnorm) will be expanded from 21 to 27 years. This is an important, positive development for parents with an allowance and children between the age of 21-27 living at home.

In times of a housing crisis homesharing must be stimulated and definitely not discouraged.

The Dutch cabinet announced to expand the cost sharing standard (kostendelersnorm). From January 2023 onwards, people untill the age of 27 years do no longer affect the amount of monthly allowance you receive. This limit was previously set at 21 years. In practice this change means that parents with children living at home (until the age of 27) will no longer be shortened on their monthly allowance.

Different 'types' of housemates

With the cost sharing standard (kostendelersnorm) the amount of housemates affects your monthly allowance. More adults living in the same household means a lower allowance. The government does differentiate between different 'types' of housemates. For example young adults until 21 (and per January 2023, until 27) do count for the cost sharing standard (kostendelersnorm), but tenants with a rental contract do not.

At Hospi Housing we regularly received the question why you are cut on your monthly allowance when your own child of 22 lives at home, but you are not cut when you rent a room to a student. This is hard to explain. Often there's a good reason why someone between the age of 21 and 27 lives at home. This change in regulation will prevent problems in households and ensures a more fair system.
